Associate Real Estate Agent, Transit-Oriented Development

Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

* Oversees and performs work related to major TOD and TOC projects that encompass residential, commercial, and other types of real estate development, including review, evaluation, and approval of architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced for VTA as well as by other parties;
* Plans, organizes, and implements aspects of planning, predevelopment, competitive offerings, negotiations, development, construction, and management of TOD and TOC projects;
* Supports complex real estate negotiations for development agreements, ground leases, purchase and sale agreements, and related implementing agreements, including related acquisitions, excess property sales or disposition functions;
* Participates incollaborative efforts with local jurisdictions to obtain appropriate and feasible development entitlements for TOD; and development of cooperative and other agreements with public agencies, non-profits, community-based organizations, and other entities;
* Assists with analytical research and the preparation of reports on TOD program development, implementation, and related matters;
* Supports the development and monitoring of project performance including schedules, work plans and budgets; departmental budgets; and TOD and TOC business and strategic plans, including financial projections;
* Prepares and presents information to the public, boards, committees, community groups, members of the public, and others involved in TOD and TOC;
* Plans, directs, negotiates, administers, and/or participates in the development, negotiation, and administration of consultant contracts;
* Ensures compliance with VTA policies and procedures regarding equity, equal opportunity and discrimination and harassment prevention;
* Provides support to other functions in the Real Estate & TOD department as directed; and
* Performs other related duties as assigned.
Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities.
Development of the required knowledge and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, finance, real estate, planning, or a related field, and two years of increasingly responsible experience in real estate project management, acquisition and planning, development, property management, or interagency agreement and financial transaction development, with at least one years in a project lead or supervisory capacity. Project management experience for real estate projects is preferred. A graduate-level degree in a related field may be substituted for one year of experience
Experience in public-private development on public property is desirable. Possession of a valid California driver's license at the time of appointment is required.
* Principles and practices of planning, design, financing, development, and management of large-scale mixed-use real estate development projects, and specifically TOD, in complex urban settings;
* Methods for negotiation of public-private partnership development projects; value capture and public investment; and project finance;
* Federal, state, and local laws and regulations applicable to planning, design, construction, financing, and operation of real estate development projects;
* Basic principles and practices of property and contract law, including preparation of real estate contracts;
* Basic terminology, methods, and practices of engineering design and construction, architecture, land use planning, and real estate finance;
* Principles and practices of effective communication and engagement with diverse stakeholders;
* Principles and practices of effective good faith negotiations;
* Principles and practices of effective project management and contract oversight;
* Principles, methods, and practices of public administration including procurement, contracting, budgeting, and maintaining public records;
* Plan, organize, direct, and coordinate a program of project-level planning and predevelopment activities, secure land use entitlements, oversee feasibility testing and business planning, prepare and manage competitive offerings, and conduct developer selection and negotiation of agreements;
* Analyze financial projections, project pro formas, and perform financial analysis in support of TOD projects;
* Analyze technical data and legal requirements, evaluate alternatives and formulate sound, timely recommendations within established guidelines;
* Support effective negotiations to create real estate and other contractual agreements meeting project deadlines and legal, regulatory, and budget constraints;
* Estimate and manage budgets and schedules for studies and projects;
* Plan, organize, and coordinate administrative functions including contract management, grant administration, and cooperative and other agreements to meet goals;
* Understand, interpret, explain, and apply federal, state and local laws and regulations applicable to real estate responsibilities;
* Read and interpret plans, maps, engineering drawings, and sketches;
* Prepare clear, concise, comprehensive, and legally sound documents and reports;
* Exercise sound independent professional judgment within established guidelines;
* Use tact, discretion, and diplomacy in dealing with sensitive situations and parties;
* Communicate effectively, both orally and in writing;
* Establish and maintain effective working relationships all parties encountered in the course of work.
