Job ID 178156BR Most Recent Date Posted 07/06/2021 City El Segundo State CA Country United States Job Description: The Senior Manager Material Program Management will need to be a strong leader with demonstrated project management skills, and will be directly accountable for ensuring overall execution of materials management, ensuring program success to cost/schedule/quality, and manage supplier performance in meeting program needs. The Manager III Material Program Management will support products and program capture efforts by working closely with internal and external sources of supply, program management and other functional organizations to ensure supply chain is successful in the program's affordability initiatives. It is important that they support the execution of the Material Program Strategy (MPS) and the Material Program Plan (MPP) to enable successful execution of program competitiveness and performance; from the front end of the business through contract closure. This role will serve as a liaison between Supply Chain and the Program Integrated Product Team (IPT). Key Responsibilities: * The Manager III Material Program Management will advise the Supply Chain Director as well as the Project Management Office on material strategies, plans and supplier risk activities * Responsible for the development, coordination and execution of all program material strategies, supply chain objectives, and enterprise objectives. * Serve as the leader for all program's supply chain activities, and advise the Business Unit Supply Chain Management (SCM) Director and Sr. Manager as well as the Program Management Office leadership team on material strategies and plans * Direct other Material Program Managers on the program supported program activities * Lead the front end of the business Supply Chain Management (SCM) activities including early Supply Chain Management involvement and early supplier involvement that is focused on Enterprise Subcontract Process Excellence (ESPX) and other strategic sourcing initiatives * Develop and support Supply Chain proposal activities including task descriptions and basis of estimates that support price to win (PTW) strategies * Develop and execute material program plans (MPP). Establish Material Sales Forecasts for assigned programs * Execute make/buy/where process * Provide support for gates 2-11 * Develop and execute risk/opportunity plans to meet program objectives * Balance strategic thinking with tactical application of strategies to programs * Partner cross functionally with Engineering, Quality and Operations to create common schedule based on Material Requirements Planning (MRP) * Monitor performance metrics and proactively acts to address program and functional issues * Lead and manage Material Program Managers regarding their development and productivity for the program areas which involves performing all reviews, manpower management, and personnel development * Overall ownership of Supply Chain Control Account Managers (CAMs) while supporting the assigned CAM Required Skills: * Minimum of 10 years of experience in Supply Chain, Finance, Operations, Project Management, or related work experience. Strong Earned Value Management and Financial management skills, including Material Estimates at Completion (EAC's) and Material Forecasting * Demonstrated performance against financial budgets and forecasts * Experience in Integrated Product Team (IPT)/Cross functional teams, including leading an IPT * Strong written and verbal communication skills * Requires an individual who can exert influence and have an effect on the overall objectives and long-range goals of the program and the program IPT team * Experienced leader communicating and presenting to all levels of Management and senior leadership * Experience with MS Office (i.e. Word, Power Point, Excel and Project) * Ability to balance strategic thinking with tactical application of strategies to programs * Experience collaborating with Subcontract Administrators and business leadership Desired Skills: * Experience with government regulations (i.e., FAR/DFAR, ITAR/EAR, TINA, etc.) * Experience with SAP/PRISM and the Supply Chain suite of tools * Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues * Raytheon Six Sigma Specialist or equivalent * Experience with Proposal and New Business Capture * Certified Material Program Manager, Program/Project Management, PMP certification or equivalent * Technical knowledge of related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test) * Fluency in Raytheon systems, process, and procedure * Previous Procurement/Subcontracts experience * Major Subcontract, Contract or Program Management experience * Experience with the Supply Chain suite of tools * Experience developing statements of work (SOW) that are complete and conform to program requirements * Able to obtain Secret clearance within one year of start date Required Education (including Major): * Bachelor's Degree in Business Management, Engineering Management, Industrial Management, Supply Chain Management, Engineering-General or Industrial, Operations or other related field Desired Education: * Master's Degree (MA, MS, MBA) or equivalent This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.178156 Raytheon Technologies is An Equal Opportunity/Affirmative Action Employer.
