LinQuest Corporation is seeking a Senior Space Policy Analyst to join our team in El Segundo,CA. This position is in support of the United States Space Force (USSF), Space and Missile System Center (SMC). This individual will be a strategic level policy analyst, advisor and planner to the SMC/ZAP (International Partnerships) Chief Partnership Officer. The Chief Partnership Office collaborates with HQ SpOC, SAF/IA, and other SMC Corps to see, identify and engage primarily international and also other federal agency partners to enhance the deterrence, resilience, efficiency, and capabilities of the space enterprise. The Chief Partnership Office is the SMC focal point for International Armaments Cooperation (IAC), Foreign Military Sales (FMS), and Foreign Disclosure. This position will be responsible for formulating and coordinating strategic Department of Defense (DOD) policy positions and synchronization across multiple US Government Agencies and Departments including the National Reconnaissance Office (NRO), NASA, the Office of the Director of National Intelligence, the US Department of State, DOD Services (Army, Navy, Air Force, Marines, Space Force) and COCOMs as well as the National Security Council (NSC). Responsibilities * Prioritize and facilitate exploratory discussions with current and emerging International Partners (IPs) as a means of promoting US Space superiority and adding resilient capabilities to the DOD Space Enterprise * Restructure of the Mission Area Reviews and conduct quarterly briefings to SMC/ZAP (soon to be the SSC/IA) Chief Partnership Officer; measure effectiveness based on Chief Partnership Officer's feedback * Advance NSS strategies through participation in established processes for requirements (JROC) * Advance NSS strategies through participation in established processes for planning, programming, budgeting, and execution (PPBE) * Advance NSS strategies through participation in established processes for space program acquisition * Formulate Space Force space policies, strategies and programs that are fully consistent with national security objectives and policies established by the President or the Secretary of Defense * Oversee Space Force integration with the National Security Space Enterprise * Drafts and coordinates Chief Partnership Officer's official correspondence, presentations, speeches, briefings, meeting prep, and public appearances * Drafts and coordinates essential directorate policies, processes, and strategic planning documents to ensure unity of effort across the SMC/ZAP organization and the DOD Space enterprise * Drafts and coordinate senior-level briefings and documents to inform Congress, DoD, IC, civil and international partners, and other U.S. Government agencies * Collaborates with senior-level decision-makers' staffs from DoD, IC, civil and international partners, and other U.S. Government agencies to ensure unity of effort across the DOD space enterprise and, as appropriate, the National Security Space enterprise * Manages SMC/ZAP workflow accounts on NIPRNet & SIPRNet and the Task Management Tool, to ensure action items are appropriately tasked, tracked, and closed in a timely manner * Prepare draft briefings, reports, trip reports, or papers as appropriate to document meeting results, discussions or evaluation results * Sit in customer location during core business hours (8 am - 4 pm) Required Skills * Bachelor's degree in STEM field * Minimum 10 years applicable experience (Senior LCAT) * Conversant with current International Partnership entities with the NSS * Experience developing strategic space policies and positions * Demonstrated ability to lead and participate in space policy analyses * Effective interpersonal and team-building skills, to engage at both the Service, Agency, and National or International Governmental levels to build confidence and collaboration * Ability to sort through complex issues and develop clear solutions * Clear and concise written and verbal communications Preferred Skills: * Master of Business Administration (MBA) or Master's in International Business; STEM undergraduate. Majority of work involves negotiating contracts and/or Memorandums of Understanding (MOUs) with International partners) * 15+ years of applicable experience (Senior LCAT) * Familiarization with major space-faring agencies in United States * MS Office Suite Required Experience * 10 years' experience in space policy analyses as pertains to the NSS * Understanding of the government policy requirements process for NSS systems * Experience with creation and advancement of NSS space strategies * Experience interacting with International Partnerships relevant to the NSS * An active DOD SECRET clearance is required to be considered for this position Preferred Experience: * Current/Active TS/SCI * 15+ years of applicable experience (Senior LCAT) * Experience working with military and other government representatives, FFRDC representatives, and SMC's prime contractors, sub-contractors, and vendors * DOD program office experience with understanding of DOD acquisition process and compliance with government instructions * International Partnerships and International Relationships experience with understanding of intricacies required * Experience with policy and analytical mentorship
