This position is part of an executive management team supporting the statewide California Virtual Campus - Online Education Initiative (CVC-OEI). Reporting to the CVC-OEI Executive Director, the position of Director of Strategic Planning and Operations - Program and Educational Effectiveness provides leadership to CVC-OEI program areas and interfaces with a variety of college districts to provide statewide leadership and operational coordination in development, deployment, and continuous improvement of online education through programs and resources provided to California Community Colleges by CVC-OEI.

The position acts on behalf of the Executive Director to ensure overall organizational and program effectiveness, with a focus on educational programs in the areas of curriculum integration, academic policy, student support, faculty professional development, and special programs; monitors standards for compliance with accreditation agencies, state and federal laws governing educational delivery through technology where the student and instructor are not in the same place/time. This position coordinates strategic planning with other managers to ensure effectiveness of the organization and progress toward attainment of annual strategic goals for the initiative.

The California Virtual Campus - Online Education Initiative (CVC - OEI) is sponsored by the Foothill - De Anza Community College District, and is the recipient of a multi-year grant disbursed by the California Community College Chancellor's Office (CCCCO). The California Virtual Campus - Online Education Initiative represents a comprehensive and collaborative program that leverages best practices and technology to ensure that significantly more students all over the state are able to complete their educational goals by increasing both access to and success in high-quality online courses towards earning college degrees, career-training certificates or completing general education requirements for transfer to four-year colleges and universities through improved, streamlined online instruction.

Reporting to the Online Education Initiative Executive Director, the OEI Director of Strategic Planning and Operations provides leadership for the development and implementation of strategic planning and operations necessary to support the mission of the Online Education Initiative; plans programs; develops the budget; integrates the activities of other OEI components; and supervises project staff, and task forces.

This position is responsible for coordinating overall planning, budgeting, and hiring for the OEI project; provides support and coordination to the entire OEI management team. Facilitates team communication and collaboration.

The following duties and responsibilities are typical but not limited to the following:
  1. Provide critical leadership in the development of strategic immediate, mid-term, and long range planning for the Online Education Initiative.
  2. Provides leadership and direction for the Online Education Initiative including statewide teams, committees, and work groups.
  3. Facilitate a clearly defined and effective programmatic structure, as measured by feedback from stakeholders, for the operational components of the Online Education Initiative.
  4. Oversee organizational activities to ensure consistency with the project's vision and mission.
  5. Develop, follow, and monitor adequate planning activities to ensure progress toward milestones.
  6. Plan, organize, coordinate, direct, and conduct financial, budget, and business related activities.
  7. Prepare and make final expenditure recommendations to the Online Education Initiative Executive Director.
  8. Coordinate procurement activities and lead contract negotiations with external vendors for specialized services, licenses, or products related to the Online Education Initiative.
  9. Act as the Financial Liaison for the Online Education Initiative Project with Foothill - De Anza District Business Office, Human Resources, and Purchasing.
  10. Coordinate external audits and financial reporting to the California Community Colleges Chancellor's Office.
  11. Seek opportunities for additional funding from external sources, as appropriate.
  12. Facilitates operational support for of the OEI Online Education Ecosystem and the Online Education Consortium.
  13. Establishes policies and practices to structure the efficient operation of the Online Education Initiative and maintain compliance with grant and regulatory requirements.
  14. Ensure effective daily operational integration of all components of the Online Education Initiative.
  15. Participate in program assessment and dissemination.
  16. Perform other duties as assigned.

  2. Complex information systems and virtual technologies.
  3. Working knowledge of applicable laws, regulations, and guidelines, such as the California Education Code and Board of Governor's Title 5 Regulations.

  5. Computers, commonly used software, and communication media.
  6. Statistical analysis, program planning, and trend projection.

  2. Master's degree in a related field.

Preferred Qualifications:
  1. Experience in personnel management is highly preferred.
  2. Experience in managing large, complex organizations.
  3. Experience in an executive leadership role supporting higher education institutions and/or programs.
  4. Three (3) to five (5) years of progressive administrative experience, preferably in the California Community College system.
  5. Experience in leading institutional change efforts.
  6. Experience with educational technology and infrastructure vendor relations with a focus on scalability.
  7. Experience managing compliance with California public contracting requirements, Education Code, and California Community Colleges Chancellor's Office guidelines in budgeting, reporting, and monitoring program effectiveness.
  8. Demonstrated experience with integrated budget and planning, tying resource allocations to performance and strategic goals.
